Leh Wi Lan (LWL)

Leh Wi Lan is a five-year programme funded by UKAid and led by Mott Macdonald, aimed at supporting the Ministry of Basic and Senior Secondary Education (MBSSE).

Data from the LWL initiative is reported on a Ministry of Basic and Senior Secondary Education (MBSSE) dashboard. Data collection takes place using Tangerine, a software designed for use on Android mobile devices.

Key findings for Leh Wi Lan

  • The ongoing programme has five components: making schools safe, improving learning conditions, strengthening central service capacity for service delivery, strengthening district capacity to oversee educational reform, and improving monitoring and learning.
  • Covid-19 plans include: supporting implementation of a radio teaching programme and using a bulk SMS system for communicating pedagogical / operational messages to school leaders. Continued programme elements include: teacher coaching calls, learning circles, leadership engagement and annual secondary grade learning assessments.
  • An April 2020 report mentioned purchasing assistive devices (eyeglasses, solar lamps, and voice recorders) for special needs students and hygiene kits for girls, reports of increase learning time and the creation of a principal and supervisor dashboard using Tangerine.
  • To date, no data on learning outcomes has been reported.
