The study examines effective and cost-effective, sustainable, technology-supported, decentralised, school-based Teacher Continuous Professional Development (TCPD) models aimed at improving learning outcomes in rural primary schools in Tanzania. It uses a design-based implementation research (DBIR) approach in the first phase, followed by a cluster randomised control trial (RCT) in the second. The RCT will compare three groups to assess the added value of technology by testing the same school-based TCPD model with and without school-level tech mediation, and against business-as-usual, while also measuring cost-effectiveness.
