Abstract
The workforce is the most important school-level determinant of learning. However, decision-makers in low-income countries struggle to deliver an equitable distribution of teachers. In Sierra Leone, this challenge is particularly acute.
What factors shape where teachers want to work in Sierra Leone? This is the question EdTech Hub explored to better understand why the inequitable distribution of teachers persists in Sierra Leone and how the government may resolve this problem. This research addresses in part the lack of empirical evidence on teachers’ school choice preferences, and is part of a body of work designed to generate evidence to inform upcoming teacher deployment reforms within Sierra Leone.
