Tech4Ed is a programme dedicated to supporting governments to improve education access system efficiency and student learning outcomes through the deployment of catalytic funding for education technology.
Through a long-standing partnership with UNICEF, EdTech Hub is providing technical assistance to design and deliver demand-driven programmes in close collaboration with Ministries of Education in El Salvador, Ghana, Guinea Bissau, Lao PDR, Lesotho, Malawi, Maldives, and Tajikistan. The big challenge and how EdTech Hub contributes
The challenge
Many developing countries are exploring the use of technology to improve education access, inclusion, and learning outcomes. While sector priorities are outlined in national education plans and partnership compacts, Ministries of Education often face challenges in translating these priorities into effective, scalable EdTech solutions. Key obstacles include coordinating across multiple stakeholders, developing sustainable investment strategies, and generating robust evidence to inform decision-making and system-level improvements. Without targeted technical support, these barriers can slow progress towards improved education outcomes.
Tech4Ed and EdTech Hub’s partnership for solutions
Since 2021, EdTech Hub has provided technical support to UNICEF through its Helpdesk service, addressing over 80 country-level requests. Under Tech4Ed, the Hub works with UNICEF and Ministries of Education to analyse the EdTech landscape in each country, engaging government officials, donors, NGOs, and private sector partners. Analyses are structured around six pillars of digital transformation: cost and sustainability; coordination and leadership; content and solutions; capacity and culture; connectivity and infrastructure; and data and evidence.
The programme launched in 2024 in Ghana and Tajikistan, and expanded in 2025 to include El Salvador, Guinea-Bissau, Lao PDR, Lesotho, Malawi, and Maldives. Tech4Ed is designed to be catalytic: developing evidence-based workplans, informing business cases for investment, and supporting system-level decision-making. Through country-level analysis, technical support, and research-informed planning, Tech4Ed and EdTech Hub aim to contribute to improved learning outcomes and more effective, equitable, and efficient education systems.
